Purchasing

The City of Elizabethton’s purchasing program is dedicated to the principles of competition and fairness, as well as ensuring that the City of Elizabethton taxpayers and Elizabethton/Carter County ratepayers receive the best value for all expenditures. It is the intent of the City of Elizabethton to promote an open, free market when soliciting bids and proposals for the purpose of public procurement. Submitted bids will be given fair and equal consideration and are uniformly solicited, evaluated and awarded on a non-discriminatory basis.

All purchasing decisions made on behalf of the City will take into consideration such factors as price, quality, past performance, and economy. Whenever bids are required under the City’s purchasing program, the City reserves the right to reject any or all bids, to waive any informalities or irregularities in a bid received and to accept any bid which it determines to be for the best interest of the City. The objective for the City of Elizabethton Purchasing Department is to select the overall lowest and best bid.

Surplus Property

The City of Elizabethton disposes of its surplus property on a website called GovDeals (www.govdeals.com). On the home page of GovDeals you will go to the search auctions, type in 3560, click the QAL# box and hit search. That will take you to the City’s items. Auctions are done approximately four times a year and dates are advertised in the local newspaper (Elizabethton Star) by a Legal add.
