City Councilman Sam Shipley
Mayor Pro Tem Sam Shipley has served as a City Council member since 1998. He led the ticket in total votes when he was elected to Council in 1998 and again in 2002.

Shipley has worked for the U.S. Postal Service for the past 29 years. A graduate of Elizabethton High School, Shipley served with the U.S. Army in both Vietnam and Germany. He graduated from East Tennessee State University with a bachelor's degree in sociology.

Shipley is vice-chairman of the Elizabethton Regional Planning Commission and chairman of the Carter County Rescue Squad's board of directors. He is council appointee to the Elizabethton-Carter County Economic Development Commission and the city's Animal Control Board.

Shipley is a member of the American Legion, Veterans of Foreign Wars, and Disabled American Veterans. He is married to Vicky Shipley who also works for the U.S. Postal Service. They reside at 609 Barker Street in Elizabethton.
